Tonight we are sleepless, and tonight still we have receive enough prides. For nearly one hundred years, we’ve worked hard for Liberty and Prosperity, on the way of which we’ve tasted too many bitters. One hundred years ago, just like many other poor countries, China was in the mercy of Powers of the West. But tonight, nearly 200 hundred nations’ delegations are stepping one by one into Bird’s Nest, the National Stadium of China. Having no grievance and revenge, but rather hosting the Games of Olympics, is the very expression of our dreams——the modest, peaceful and glorious rising of China . We can without hesitation to say that we’ve realized it at last!

But we couldn’t have the same confidence to say that we’ve accomplished it once for all. The world today is surely more integrated and friendly, and Chinese people generally have gained more fortunes and civil rights, but still there are many unjust and intolerable things. Some issues are getting even worse. Take the Judicial System as an example, after ten years of struggle we’ve acknowledged, expressly or unconscious, the independence of Judicial sector from other bureaucracies is of the greatest significance. However, last months the change of Chief Justice seems changed the tide, not to say that the dream of independence are still far away to reach.

One world, which was astonished to see last 30 years when China transforms itself into a modern society, are preparing to see more wonders China will show us, with many worries at the same time. On issues such as air pollutions, International cooperation, economical reliance and etc, China is wanted to take more constructive participations. Absolutely, global strength comes global responsibilities. Thus, China should and surely can take the duties and dispel the worries.

Not only that, it is more urgent to focus on the domestic problems, such as Judicial Independence cited above. The reconstruction of disaster areas in Sichuan Province, the macro-control of aggressive inflations and deteriorate condition of real estate market have already come into the agenda. Meanwhile, the execution of the newly issued laws, including the Labor Contract Law, Lawyer’s Law and Anti-monopoly Law, is still in great doubts. But all of these are far to be enough. In the areas of Unjuridic Appeals, Equal Access of Education and Employment, and Open Sources of Internet, we still have many things to do.

One world have seen the rising up of the oriental giant, but worries are always exist and ever emerging. On the sleepless night, we’d better give a little consideration of our duties, both international and domestic, superficial and substantial.

今夜我们无眠，今夜我们收获了如许豪情！近一百年来，我们共同奋斗，致力于自由与繁荣，并为此品尝了太多艰辛。一百年前，像其他落后的国家一样，中国饱受着西方列强的蹂躏。然而，就在今夜，近二百多个国家的代表团正一支支的步入“鸟巢”——这个中国的国家体育馆。抛却悲戚和仇怨来举办一场奥林匹克的体育盛会，恰恰是我们圆梦最好的表达，那就是——一个谦卑的、和平而光荣的崛起中的中国！我们可以毫不犹豫的说：我们终于实现了！

然而，我们并没有同样的信心认为，我们已经一劳永逸的达到了目标。当今世界确实越来越彼此依存和趋于友好，中国人民也普遍获得了更多的财富与权利，但是不公正的、难以容忍的事情仍然在发生。有些问题甚至在趋于恶化。仅以司法体制为例，历经了十年的斗争，无论是公开的还是下意识里，我们都承认了司法部门从其他官僚机构中独立出来的极端重要性。可是近几个月来，最高法官的调任视乎预示着潮流的调整，何况真正的司法独立还远不可企及。

同一个世界，无比惊异地见证了在过去的30年里中国如何将自身革新为一个现代社会，现在，他们仍然期盼着中国在未来呈现出更多的惊喜，与此同时他们又不免心存隐忧。在环境污染、国际间合作、经济依赖等诸多问题上，中国被呼吁参与更具建设性的行动。确实，世界级的力量，意味着世界级的责任。因而中国应该，而且肯定能够负起责任并驱散疑虑。

不仅限于此，更紧迫的是将视野放在国内问题上，正如上面提到的司法独立。此外，四川灾后重建工作、对动荡的通货膨胀与白恶化的房地产市场进行宏观调控等事项业已提上日程。与此同时，新近颁布的多项法律——包括劳动合同法、律师法、反垄断法——的实施仍充满疑团。然而这些还远远不够，非经司法途径的上访问题，公平的受教育权与就业权，以及互联网信息开放等方面，我们还有很多工作要去做。

同此寰球共见证，东方巨人正升腾。忧患仍然存在，而且还在浮现。在这无眠之夜，让我们稍稍考虑一下我们肩上的职责：国际的与国内的，表面的文采与实质的内容。
